#030 Basic Checklist for the construction Works

1.           Arrangements for regular performance meetings and performance reviews have been established.
2.           The contractor has provided evidence of registration with TasBuild (refer to the Construction Industry (Long Service) Act 1997).
3.           A copy of the project manager’s start-up checklist has been obtained.

4.           All relevant local council approvals (eg building permit) have been obtained and checked by the building surveyor prior to commencing the works.
5.           Any variations to the scope of works have been formerly documented and costed.
6.           The contractor clearly understands that only the superintendent is authorised to provide instructions to the contractor.
7.           Arrangements are in place to ensure site meetings will be conducted and actions minuted and filed appropriately where required.
8.           Work Health and Safety plans are in place, where applicable and as required by the Work Health and Safety Act 2012.
9.           Arrangements are in place to ensure that applicable  work health and safety plans will be followed and other Work Health and Safety Act requirements will be met (appropriate questions are being asked at site meetings).

10.        Arrangements are in place to ensure ongoing site management of works including coordination of access, goods lift, work health and safety issues, security, site cleaning, noise and disruptions will be undertaken.
11.        Arrangements are in place to ensure that consultants will be undertaking regular inspections during the construction phase.
12.        Arrangements are in place to ensure progress payments will be made within designated timeframes.
13.        A special clean has been programmed at the completion of the construction phase.
14.        Relevant communications and other wiring certificates have been obtained.
15.        A defects inspection has been undertaken prior to handover.

POST CONSTRUCTION PHASE
16.        A list of defect items has been identified.
17.        Timing of the defects works has been programmed.
18.        Certificate of Occupancy has been obtained.
19.        Security access cards and keys have been retrieved from contractors.
20.        Fire service final certificates have been obtained for:

·         sprinklers/hydrants;
·         EWIS (emergency warning intercommunication system); and
·         exit/emergency lights.
21.        Mechanical services certificates and air balance records have been obtained.
22.        Electrical safety certificate has been obtained.
23.        Hydraulic services certificate has been obtained.
24.        Electrical/data switchboard documentation and plans have been updated.
25.        “As installed” drawings have been obtained and a copy provided to the owner.
These include:

·         architectural;
·         electrical;
·         mechanical;
·         plumbing; and
·         lighting.
26.        Statutory maintenance contracts have been amended to include items identified in the Form 46 maintenance schedule and at the end of the defects liability period.
27.        Other contracts and registers have been amended.
These include:

·         security;
·         cleaning;
·         key registers; and
·         statutory maintenance.
28.        Any redundant items have been removed from an existing maintenance contract.
29.        Special cleaning requirements have been programmed.
30.        Half of the security/retention moneys has been released upon issue of the Certificate of Practical Completion.
31.        For works contracts $250 000 or greater, the contractor performance reports have been completed and forwarded to Treasury.
32.        For consultancies greater than $10 000, the consultant performance reports have been completed and forwarded to Treasury.


POST DEFECTS PERIOD
33.        The remaining amount of security/retention moneys has been released at the end of the defects period.
34.        All building maintenance contracts have been amended and updated where necessary post the defects liability period.
